Starting "Help and Support" Service

When I click "System Information" under "Accessories>System Tools" I get the
message "Windows cannot open 'Help and Support' because a system service is
not running. To fix: start the service 'Help and Support'." However, when I
open "Services", "Help and Support" is not on the list. What am I doing wrong?

Make sure you have this Registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\helpsvc\Parameters

with Value and Data:

ServiceDLL REG_EXPAND_SZ
%WINDIR%\PCHealth\HelpCtr\Binaries\pchsvc.dll

If everything is there, ensure that
%WINDIR%\PCHealth\HelpCtr\Binaries\pchsvc.dll is present on your system.

Check and make sure everything is in the %WINDIR%\PCHealth\HelpCtr\Binaries
folder. It maybe just a simple re-registering one of the DLLs.

These are some of the Help Center Registered CLSID DLLs, see if you have
entries for them.

HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{F25BC7B7-C60D-4FB9-AAE4-3CA0F6C7038A}

Thanks, Larry. Problem is I don't know how, much less feel qualified, to edit
my registry. Would a re-install or 'repair' of the OS do it? Anything that
doesn't make me personally responsible for screwing up my system registry
would be more my speed.
