Go to your 'run..' prompt under your start menu and type

services.msc

Then scroll down the list and right click on 'help and support'... then
just select 'start'

Also ensure (in properties) that its startup type is set to 'automatic'

I accessed the services and all were disabled so I changed them manualy and
on reboot they worked. The history in system restore has been wiped so I
think I may have to reinstall XP as I still cannot access the net using IE6
or Firefox.

What error is it giving you?

In IE, go to tools>options>connections>advanced and make sure that
everything is set to 'automatic'. Unless you are using a proxy.

I mean, you surely have internet access since you are sending these
messages. Another thing to check is that your windows xp firewall is not
blocking them. To check this, try disabling it temporarily (in control
panel>security centre), if you can access the net, then we know the
problem to be fixed is that.
