Starting another program via an event

2 Q's:

1. I wish to open an .exe at a specific time each day. Can this be done via
an appointment/event?

2. What is the difference between events & appointments? If you right click
in the calendar area it gives you a recurring appointment & a recurring
event. They seem to be the same to me.
