Each time I start up my system sticks at the welcome
window and can only be progressed by pressing Ctrl Alt
Del - how do i fix this

Can you clarify? Are you saying you want to use the Welcome screen instead
of the old-style logon screen (that says "Press Ctrl+Alt+Del to begin?").

If your computer is joined to a domain, this is by design - you cannot
enable the Welcome screen while you are joined to a domain.

Otherwise, open Control Panel, go to User Accounts, select "Change the way
users log on and off", and enable the Welcome screen from there.
