Start Up Screen Gone...

I noticed after SP2 that the screen that allows one to shut down, restart,
lock the computer is gone. Can someone tell me how to get this back?

Do you mean the Welcome Screen, if so

start>run and type

nusrmgr.cpl

Click "Change the way users log on or off", select "Use the Welcome Screen"
and then if you are using the welcome screen or the classic logon screen

start>run and type

control userpasswords2

Select "Users must enter a user name and password to use this computer."
