Start-Up Problems

Hi -

I'm running WXP Pro. About a week ago, I began experiencing a significant
delay during Windows start-up, having previously started very quickly. After
start-up, I am initially unable to connect to Internet via my cable modem.
No new hardware or software. I ran check disk, with no errors found. Usually
a couple reboots allows me to connect to Internet. I'm running a firewall,
Norton's antivirus, and a wireless network. I'm able to connect to the
Internet on a second computer, to verify the service is available.

The Event Viewer is showing the following Error and Warning during start-up:

Under the Application tab, I get the following Warning:

Event Source: EventSystem
Event Category: (52)
Event ID: 4354
Date: 12/30/2003
Time: 9:03:21 AM

Computer: YOUR-48EA1609F0
Description:
The COM+ Event System failed to fire the ConnectionMadeNoQOCInfo method on
subscription
{72DB878A-A7C6-4B3C-9D97-60EDE3366DA9}-{00000000-0000-0000-0000-000000000000
}-{00000000-0000-0000-0000-000000000000}. The subscriber returned HRESULT
80010105.


Under the System tab, I get the following Error:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7000
Date: 12/30/2003
Time: 8:57:14 AM
User: N/A
Computer: YOUR-48EA1609F0
Description:
The mrtRate service failed to start due to the following error:
The system cannot find the file specified.


I checked the "For more info" links, but that didn't get me anywhere. I
don't have a clue where to start troubleshooting. All advice is sincerely
appreciated.

One explanation for your Event ID 7000 error

Error: "The system cannot find the file specified." - Windows is trying to start the "mrtRate" service at boottime. I got this error after installing Quicken XG (Canadian Version of Quicken 2003). Get rid of the error by disabling Quicken's Background Downloading Driver (you can always do manual updates, and not waste ressources):
1) In Quicken, select Edit->Preferences->Customize Online Updates.
2) Click the Connection tab, then press Alt+Shift+4 (this command is NOT indicated in the window).
3) Click OK to confirm that you do want to disable the driver.
4) Reboot.

Thanks, Gerry - Disabling the Quicken driver definitely speeded up start-up
and Internet connection seemed to work fine on this reboot. Funny, I've been
running Q2004 since September with no problems. Thanks very much for your
help.

I'm still getting the following warning during start-up. Any suggestions
what it's telling me?
