start up problem

Hi, Windows xp home no recent upgrades or program changes. Worked fine last
time used. now when starting up it goes through the boot screens then right
before windows loads it stops at the light blue background windows xp screen
with a gold bar across the top and bottom of the window. I have tried last
known good config. it stops at the same place. I have also tried windows safe
mode and it does the same thing. Before I attempt a "windows repair" are
there some suggestions for me.

How kong does it stay in the blue screen.
Some times if a computer is not used for a long time it takes a few minutes
to boot up.
 
With every boot up it just sits there I left it for an hour and it still
didn't progress to the windows desk top. The same in safe mode as well.

A gold bar across the top? Try swapping out your video card for a
known-working one. If you are uncomfortable opening your case and/or
don't have a spare card, take the machine to a professional computer
repair shop (not your local version of BigStoreUSA).
