start up hangs up

Desktop with XP home -

Hardware starts but when windows screen comes on - the moving green bar is not lit and not moving - nothing happens. It hangs right there

It will start in safe mode; I have tried to recover to prior system restore points; still the same problem.

Appreciate any ideas as to what to try next
