Start up failing for Windows 2000

When I start up my PC (which is running Windows 2000), it
keeps failing and re-attempts another boot up. How can I
break the cycle and what software can I run to try and
diagnose what the problem is?
 
Check if your BIOS power management settings have changed.
If windows was installed with ACPI enabled but now been
disabled, boot up will reboot. Check vice versa.
 
Does it start in Safe Mode?
