Startup of the computer or startup of Windows?
If its the startup of the computer itself, set the boot hard drive to the
top boot priority.
If it's the startup of Windows, a program may be installed incorrectly, or a
virus etc. may be causing problems. It also highly likely that the problem is
the same one as the one causing shutdown problems.

For the computer hanging on shutdown - possible viral/spyware activity. Or
it may just take its time. A computer is truly 'hung' if the mouse cursor
stop smoving, pressing Caps Lock does not turn on/off its light or pressing a
key causes the computer to beep.
