Insert a floppy disk into your computer's floppy drive.
Open My Computer, and then click the floppy disk drive to select it.
On the File menu, point to the name of the floppy drive, and then click
Format.
Under Format options, click Create an MS-DOS startup disk.
Click Start.
You can crate a simply bootable floppy by popping a floppy into the drive
and right click then select Format->Create MS-DOS bootable floppy. However
all this will give you is a bootable floppy. It has no ability to launch
into Windows or even access your CD-Rom drive. If your partition is
formatted as NTFS this floppy can't even see it.
Please be advised that all Windows XP CDs are themselves bootable disks.
With them you can access the Recovery Console to do repairs outside of
Windows. Set the BIOS so the boot sequence has the CD-Rom listed before the
C drive or Hard drive and start up with the XP CD. At the setup screen press
"R" to Repair using the Recovery Console See here http://support.microsoft.com/default.aspx?scid=kb;en-us;Q307654
