Windows XP start page error

Operating system:Windows XP Home Edition Service Pack 2 (build 2600)
Anti virus: avast! antivirus 4.7.1098
Anti spyware: AVG anti spyware 7.5
Connecting to the internet: Cable / ADSL at 256kbps speed
computer specs:
Mother board: Intel Corporation D101GGC AAD35788-305
physical memory: 512 MB
CPU name: 2.67 gigahertz Intel Pentium 4
Video processor: ATI RADEON XPRESS 200 Series [Display adapter]

Problem:
I have set my start page in IE6 as show 'about:blank' page But when I start the new window, the browser takes me to http://files/Internet Explorer/IEXPLORE.EXE. When I check the options dialog, there is no change in setting ie. it shows about: Blank. How is it thn IE6 takes me to the above link to download IEXPLORE.EXE.?

How to reset this setting. What could have gone wrong?

Need guidance.
