When I right click on the start button and choose explore
I see the Start menu folder. If, however, I click to open
the programs folders only a few of the actual programs are
listed. What am I not doing right? If I want to add a
shortcut I end up having to do an end run.

When you choose Explore it opens in your profile directory. There is another
directory called All Users. The shortcuts in this directory are available
for all accounts on the computer, while the shortcuts in your folder are
only seen by you when you are logged in. I would guess that the programs you
are not being shown are actually in the All Users folder. Right click on the
start button and choose "Explore All Users" to see them.
