Open the location `ProgramData\Microsoft\Windows\Start Menu\`.Right-click in
an empty spot in the pane where the folders and short-cuts are shown and
select `New > Folder`.

Open Windows Explorer and go to
C:\Users\Frank\AppData\Roaming\Microsoft\Windows\Start Menu\Programs
Right click on a blank spot and select New -> Folder.
Rename it to whatever you want.

It HAS to be there in the drive/partition in which the installation of Vista
resides.Since that drive can hold different letters as per your system's
configuration,I did not prefix any alphabet/letter indicating the drive in
the path I mentioned. Also make sure that `hidden` files and folders can be
`seen`.
