How do I move the start menu back to the bottomn from the
right margin? (&%##%^&)

First ... right-click on the taskbar and make sure it's UnLocked. Then
just click, hold, and drag the taskbar to where you want it.
 
If you mean the entire task bar then right click on the
bar and make sure that "lock taskbar" is not checked then
simply left click on the top edge and then holding the
button down drag towards the bottom and the bar will pop
onto the bottom of your screen then let go of the button.

Although by default the task bar appears on the bottom of the
screen, it can be on any of the sides you prefer it on. To move
it from any side to another, simply click on an unused part of it
and drag it where you want it.

If it won't move, it may be locked. In that case, right click on
it and uncheck "Lock the taskbar," then try again.
