I did something that now my program folder in the start
menu says it is empty and there are no idcons in the lower

Since it is impossible to guess what you actually did, the easiest thing
is for you to do a System Retore. Restart the computer in Safe Mode
(repeatedly tap F8 as the computer is starting, before it loads
Windows) and log in as Administrator. If you are using XP Home, the
default password will be blank, so just hit "Enter". Then go to
Start>Accessories>System Tools>System Restore and restore the computer
to a time before you "did something". Post back if you need more help.
