I do not know what happened. On my PC at work, the Start Menu section
which would list out the recently used programs now is always blank.

How can I fix this?

Ask your IT people if they have added a policy lately.

Something like:
Clear history of recently opened documents on exit
Do not keep history of recently opened documents
Maximum number of recent documents

- Right-click the Start button, click Properties, Customize button.
What number is in the "Number of programs on Start menu:" pane? If "6"
or whatever you prefer, try increasing it, or decreasing it by one.
Also try the "Clear List" button. Maybe one of those will get it
working again.

"The only prerequisites that I'm aware of is that you have to have
launched the application from a start menu (inc subfolders) shortcut. If
you run the program frequently but not through the start menu it won't
show up in the list.

Bingo! I tried some software that had recommended to turn off user
tracking. I have since removed it but I never really knew about the
change. It had set the NoInstrumentation policy in the Current User
hive.
