Start Menu Question

I want to use the new start menu but all my start menu folders aren't
under the Programs folder. So, when I click All Programs the folders
display but they don't open when I click or double click them.
Do I need to drag all these menus to Programs or is there a way
around this??

Any help will be appreciated,
James
