Start menu is going Black, taskbar stops functioning

Hi,

I just bought a new computer and I am having a problem with the start menu
and taskbar. My configuration on this new PC is identical to my last pc that
never had this problem with the exception of new hardware drivers. Whats
happening is when I boot up all works fine for a while. Then all of a sudden
at random times, when I click the start button, all items about "All
Programs" is black. When this happens all menu items to the right highlight
when I put my mouse over them but they do not expand to show their contents
.... including the All Programs link. Another side effect is the taskbar
stops functioning as well. None of my system tray icons are accessible nor
my quick launch icons. Desktop icons and the Task manager continue to
function however when this occurs. The only way to correct this is to
reboot. I will describe my PC's setup:

Hardware:
MSI Neo 2-F K8T800 MB socket 939
AMD 64 3500+
1gig OCZ PC3500 RAM
WD 74gig Raptor HDD S-ATA C:
Maxtor 120gig HDD S-ATA D:
ATI X800 Pro
Creative SB Audigy 2
LG CD & LG DVD writter E: & F:
480w PS

Software & Drivers:
Windows XP Home SP1 - 100% updated via WU
ATI's Catalyst 4.8 drivers
Latest Creative Audigy drivers

Startup Applications:
Outpost Personal Firewall Free edition
InCD
Messenger 6.2
NAV 2003
PowerDVD - program loaded something into startup, not sure what is does
Nero Check
Logitech Quickcam drivers - latest version

The only true differences between this new PC which is having this problem
and my old PC that was problem free is A) I used to use Tiny Personal
Firewall, not Outpost ... Tiny doesn't like to run on this system for
whatever reason B) my old PC didn't run InCD or PowerDVD C) Different
hardware drivers obviously with this new hardware. I have not been able to
determine a common occurrences when the problem hits, seems random. I have
posted a screenshot of what the start menu looks like when it's going black

This problem is very much disrupting my ability to work efficiently. I'm
hoping that maybe someone knows of or has experienced this and maybe know
the solution. Please ... your thoughts are much appreciated.

P.S. On a side note, another glitch I have been experiencing, but much less
frequently is sometimes when I boot up on the morning Windows doesnt load
correct on the first boot. It gets to the "Welcome" screen then goes black
for a few seconds. Then a BSOD appears ... something to do with
"fastfat.sys" thanx

The problem is with the Quickcam 8.3 drivers. Uninstalling those will
fix the problem, reinstalling will reintroduce the problem. Perhaps
look for an older version such as 8.0, 8.1, or 8.2. Not sure where
you'd find those though. You can get 7.3 from Logitech's website, but
that's probably going to have a whole other set of problems.

In any case, the Logitech drivers are the culprit.

Fix Found?

HAVE YOU FOUND A FIX FOR THIS PROBLEM YET? I'VE RECENTLY BOUGHT AN ACER LAPTOP WITH BUILT-IN WEBCAM USING LOGITECH DRIVERS. HAVE SAME PROBLEM WITH START MENU TURNING BLACK AND QUICK LAUNCH BAR GETTING SCREWED UP.
