Start Menu Inoperative

When I double click on the start menu, nothing happens.
The start bar also doesn't show any programs that have
been opened or running.

When I go to the control panel, all other items can be
opened except for the Task Bar and Start menu icon.

Does someone know how to fix this problem? It just
happended on ME so I upgraded to XP and have the same
problem!!
