start menu and task bar gone

Since we got the Blaster worm, the desktop seems
disabled, no icons, no start menu, no task bar. Even
after de-worming, nothing happens when I right click on
the desktop. I have to access every file through the
task manager. When I went to the control panel to try to
get to it that way, I could open every file except for
the task bar/start menu.

We just got a new motherboard, CPU, memory and modem, so
everything was working fine until Tuesday.
