Start Menu Confusion

I removed items from the start menu (above All Programs) now I can't get
Windows to place any programs in this section. I was able to go back to
the classic start menu and drag a couple of programs to the Programs
menu and switch back to the new start menu but these two are
the only ones I've been successful with. I have the Number
of Programs in the Start Menu set to 7.
This is very confusing!
Some items show up in All Users Start Menu, some show in Default User
and some in mine.
If this post is confusing I can't help it, I'm really at a loss for words,
here.

Any Help here will be appreciated.

OK, here's one way:
Put your cursor on a blank part of the task bar, then right
click. On the menu, look for PROPERTIES, and click it.
Then follow your nose.
