Start Menu Changes

I have my control panel and other items setup as a menu. Until recently,
I could double click on them and it would open them in a window. That is
no longer possible. Is there a setting that I'm missing?

RightClick on start button and then look at Properties>start
menu>customize>advanced.

Yes, I've been there. I've modified ever setting I can think of there. It
appears to be a bug. Thanks for the help.
