Due to disability I find using the start menu frustrating at times as I
frequently cause it to auto hide through incorrect mouse clicks etc.
My question, is the auto hide function of the start menu able to be
deactivated or disabled so that when the start button is pressed the start
menu remains open until the start button is pressed again to close it, this
would make life a whole lot easier.

It won't work that way, it's either 'Auto-Hide', or there all the time.

Just a suggestion, Disable autohide and then move the Taskbar to one
side of the screen to reduce the use of real-estate.
