Start menu and windows misbehaving

XP Pro pc has started misbehaving for one user.

Start menu is going under open windows despite having 'keep on top' ticked.
Can't use mouse hover option because menues then jump out of the way when
one tries to select.
Windows opened in IE from links also seem to be going under rather than over
the current window.

What has happened?

Other pc user reports no problem.
We both use TaskBarActivate to get over earlier problems with misbehaving
task bars, but neither the settings on this nor those in the start menu
properties now have any effect.

TaskBarActivate is probably causing the problems.

Keep on top is not a Windows option for the Start Menu.

Keep the taskbar on top of other windows is a Windows option.

I would get rid of TaskBarActivate.

TaskBarActivate the latest version is v2.4 (09/1999)

Since XP came out in 2002, I wonder if TaskBarActivate is even compatible
with XP.
