start button/the bar at the bottom

ok so i restarted my computer and when it came back on there was no desktop icons, no start button, and the bar at the bottom where you minimize things to are all missing. i see them for a second if i restart, but other wise no

You seem to have inadvertently Hidden the Task Bar.
Move your mouse down to the bottom of the screen and it should Unhide -then
right click | Properties and make the settings what you want.
