Start button does not activate

The start button does not activate and I am unable to
access any of the items which are listed on the start
menu including shutdown. To shut down, I must use the
power button which creates a "system shutdown improperly"
error. Am I able to reach the shut down info through the
actual file rather than through the start menu? This is
a program error which I am trying to resolve. The system
operates okay in safe mode. My system restore feature is
not restoring anything. I want to possibly re=install
the program withhout reformatting the entire drive. Any
suggestions?
 
Try shuting down via "Clt-Alt-Del" and then "shutdown" .
You also might want to look at the group policy editor
(gpedit.msc from run, or in your case go to
C:\windows\system32\gpedit.msc.

There it could be set that you are not *allowed* to
shutdown... can't think of anything else right now.

You can also access the start menu from the keyboard. Use the Windows Key to
bring up the Start menu. If you need to shut down, use Alt+F4 or
Alt+Ctrl+Del keys.
