Windows XP "Start" and program buttons are now gone

Thank you so much for your lovely welcomes to the community and for your help in relocating my errant Start row.
I got as far as unlocking the little bugger, but it did not seem to want to drag itself anywhere.
I paused to welcome my dear husband home, then recommenced some work on his "side" of the computer. Whilst doing so, his Start row, left its place on the bottom of the screen as well. And went away.
Using Windows task manager (accessed with the dreaded control-alt-delete) I went to my side and found that I no longer have a Start row either.
I'm sure this is just one of those metaphysical coincidences, which has nothing to do with my efforts to try to implement your suggestions.
Off to find a brick wall on which to slam my head.

Yeehah! StartBar is back and nestled cosily on the bottom of screen...and locked in place.
