start a mail with a fixed prefix in the subject line

Hi
i'd like to define in a folder that every time I'm sending a mail from this
folder the subject line will contain a fixed prefix, for example "Dear
Customer".
I have outlook 2003

Use Outlook forms or templates. That's exactly its purpose. Do a search in
Outlook Help. Unfortunately, the user interface for this aspect of Outlook
is horrendous and hasn't been improved upon in 10 years.

Also, remember that you can launch your Outlook Form from the Actions
menu... without having to go through the unweildy horrible New | Choose Form
user interface.
