Standby<->Hibernate: Right-shift works, left-shift doesn't

I'm using a Dell I2500 laptop under WinXP Home SP2.

It may be because of a recent change I made to Startup in msconfig, but my
left shift key no longer changes the the Standby icon to Hibernate during a
turn-off. The right shift key does work okay.

Any help on this?

could be due to accessibility setting.
 
What does a person have to do to get some help around here?
