Standby dissabled?

I've had this problem for a while just never thought to ask, but when I
click start, turn off computer.. the standby option is grayed out. I heard
from various places this has to do with the video card, but ive updated the
drive from ati and got nothing (I have a powercolor ati radeon 9200 se 128mb
agp) on winxp home. Anyone have any ideas how to fix this? Could it have to
do with VPU recover on the video card?
