Stand By - Turn Off - ReStart

After clicking Start, Turn off Computer, 3 selections are
possible....Stand By - Turn Off - ReStart. If I hit the
enter key on the keyboard the PC by default goes into
Stand By mode. How can I set the focus to "Turn Off"
instead of "Stand By" when pressing the enter key when
these 3 choices appear.

Normally it defaults to the last selection you pick. So
if you drop down the window and select shutdown and
actually shut the the computer down, shutdown should be
the default next time.

That's not what he's talking about. I don't know how to
fix it, but he's got the old XP 3 selections pop up. He
doesn't have the windows 2k looking drop down list, these
are the horizontal options.
