SQL CE subscriber

When I try to subscriber to a publication on desktop with emulator I get the
following error
Initializing SQL server reconciler has failed, number 29037
can somebody help me?

Are you sure it's 29037 and not 28037?

Try reregistering sscerp20.dll on the server and restarting IIS. If that
does not work, try rebuilding publication.
I assume that you have checked the obvious and your emulator web browser can
connect to the url that you specify for replication

Now I get the error as follows
An instance of SQL server reconciler error object can not be created 28010
and yes it connects to the url I specified for the replication

Have you installed the Server Tools package on your IIS machine ? Are SQL
Server and IIS on different machines ?
