Spyware & other "DO NOT INSTALL" list?

Knowing how you can add sites to the HOSTS file, and point them to
127.0.0.1 in order to make them basically unreachable, is there such a
way to create a file containing known spyware or other unwanted
applications, and have windows not allow installations of the programs
in that list? To me, this seems like the best way to avoid unwanted
crap, as the list could be opened to the Internet community and all you
have to do is get an updated DO NOT INSTALL list, perhaps
automatically.

I do this with PowerPro http://powerpro.webeddie.com/ to add sites to
my HOSTS file http://someonewhocares.org/hosts/

I copy the address or right click copy link address then hit a menu
bar and it copies it to the file.

You can do anything with PowerPro :)
