Spyware Beta and firewalls

Just loaded the Spyware beta version, and it appears that
the down load has turned off my firewalls (within Windows
XP). Windows security alert tells me to turn them back
on. When I attempt to do so, it tells me ICS (Internet
connetion security) is not running. It invites me to
start ICS, but responds with "cannot start". Does
Spyware monitoring supercede firewalls? What the heck is
going on
