Spurious folders mysteriously created on C:\

Since I purchased a computer with Windows XP MCE, every so often a folder
will be created on the root directory of the C: drive, with a name like
"fbc7282ed93232423d21d" or something like that. I was wondering:

(1) What are these folders? Are they left over from Windows updates that did
not complete successfully or just were sloppy and didn't clean up after
themselves?
(2) Is it safe to delete these folders?

My brother has Windows XP Pro his spurious folders are being created on a
USB 2.0 external drive, which is even more mysterious to me, since it's not
the boot device.

Any ideas?

Yes.. that is a left over , temporary folder from the installtion of a
service pack
(or possibly some other update)
It should have been deleted by windows upon it's succesful installtion and a
reboot.

At any rate, you may safely delete the folder
