Is there a way you can check the last entry or even the last access into a
spread sheet? Is there a way to stop somebody from opening a spread sheet if
they are not welcome?

Ask the manufacturer, or consult the Help files, of whatever
spreadsheet application you're using. (My crystal ball's in the shop.)
