this seems to be a rare problem. If nobody knows a solution,
your next best bet is to try a repair installation of Windows XP
in the hope that it sets things straight. After that I would
recommend to install or reinstall Service Pack 2.
To do it, boot from the Windows XP installation CD (you need a
full one, not an OEM version) and first select to install
Windows XP (not repair). Then the installer should detect the
existing Windows XP installation and offer to repair it.
After that you should install or reinstall Service Pack 2.
Before running the Wizard, type this line in the Start | Run box:
net stop spooler
That should let the Wizard run. After running the Wizard, type this
line in the Start | Run box:
net start spooler

Steve's suggestion will work and is a workground by stopping the spooler
service before running the Network Setup Wizard. However, a fix is available
by obtaining the latest service pack for Windows XP. Download and install
Service Pack 2 (SP2). This will also ensure you are protecting yourself
against the latest security issues by downloading the latest updates and
fixes to known problems.
Before running the Wizard, type this line in the Start | Run box:
net stop spooler
After running the Wizard, type this line in the Start | Run box:
net start spooler
