Splitting movies

Can anyone tell me how to split a 90 minute film (for
example) in to to 45 minute films to fit on to two vcds? I
only have cdrw ability so I need to keep the play time
down.

If I understand you right, you only have a CD-R/W.

First, to even play the DVD on your PC you need a DVD-ROM.
Then, if you wish to create Video CDs from DVDs, you need
ripping, conversion and burning software.
 
I use windows movie media to shrink it down to 650 MB from
a 90 min movie recorded fromm my TV tuner card.
Another way is to split the movie file and rehash it in
the other computer to watch- Try darolius! it's free but
limit to 4 GB. I have set my TV tuner to record it in
pathes of 4 gb.
