Split Screen on TV

I am connecting my HP desktop PC to a 50inch plasma TV and want to split the
screen so half shows the computer output and half shows cable tv (or another
media form like dvd, blu ray, netflix). Where in the Windows XP settings can
I make this happen? Do I need to upgrade to Windows Vista for that to happen?

If that is not possible, I want to split the screen so it appears as 2
screens side by side within the 50inches so I can run various programs in one
half while running hulu or youtube in the other without interuption from
opening new windows or programs.

The first part of your question would be impossible with Windows and is not
a Windows issue. It isn't possible on the TV unless the TV has PIP
capability using the computer's input to one of the two images, the large
one or the PIP one.

The second is just arranging your computer's various windows on the large
screen, just like you would do it on your computer's desktop screen, after
you have ported the computer's output to the TV using the computer's output
and TV's compatible input.

Split screen technology is possible, microsoft is in development of such
software.
Currently its being used in 3rd world countries where 2 users share one
monitor
but are running 2 diffrent sets of software..Its not available as its still
in develop-
ment...

OP is talking about a TV monitor using half its surface to show
something originating from its built-in tuner, and the other half to
show something coming from the computer, that is, from a cable plugged
into the back of the TV. That would have to be a function of the TV
set, not the computer. I don't know of any sets that can do that (but
I'm not a first-class expert in that area).

BTW, each half of the screen would have to be letter-boxed to preserve
the 16x9 aspect ratio, so there would be a fair amount of unused
screen area.
