Splash Screen Hangs when Booting

I've had this problem several times with different operating systems on
different computers and have had little luck in resolving the problem.
I've ended up having to reinstall windows. When booting, everything
starts to load, it gets as far as the splash screen then hangs. I've
tried going into safe mode but it hangs there also. Does anyone know
the reason why this occurs and the solution? Thanks so much.

yeah , try to use a paid version windows
