Speech to text

In reading different articles in the Help and Support section of WindowsXP,
it discusses Speech recognition in the paragraphs but when I click on
Start-Control Panel-Speech, there is not a speech recognition tab.
Currently, I have Office '97 on the computer. Is there a way I can find the
Speech recognition tab or a place to download the Speech to text feature? I
know this is asking a lot but it would certainly help others in my family.

Office 97 was released five years before WinXP was released.
Office 97 is not aware of speech-to-text technology that was five years into
its future.

I don't know if current third-party speech-to-text programs support Office
97 -- Google it and find out for yourself.
