Specific rights to install programs in DC

I manage to grant a user to logon locally to DC and even
managed to specify the rights like change time and
shutdown system all working!.
But What is the specific rights I need for a user to also
install a program and clear the event viewer..

Please advise

None! That means, don't do it unless you don't mind if that user get admin
access to your AD. If you don't mind that, then simply make the user a
Domain Admin.
