Speakers default to 2 speakers instead of 4.1 setup - where to download fix?

I've got a problem with my speakers defaulting to 2 speaker desktop instead
of the 4.1 surround setup. It's a Windows bug according to previous
searches in newsgroups. And no, the latest drivers don't work. My search
came up with this being discussed many times, with one of them mentioning a
fix for the bug written by someone. Unfortunately I can't find this program
anywhere. Can anyone help? Hope someone knows cuz I've been wondering
since the days of WinME! :-(

i'm running sound blaster audigy xp pro no problems here
 
I have Altec lansing speakers. I don't think the brand of speakers make a
difference though.
