speaker volume not loud

my dell dimension 8200 came with harman/kardon HK 695 speakers and voyerta turtle beach'ssanta cruz soundcard. With everything I can find set at highest setting levels, the sound coming from the speakers never gets loud.
 
Start/Control Panel/Sounds, audio...etc./Volume tab
push the Device Volume slider all the way to the right (high)
Click Apply and OK
