SP4 New User login

I have 2 systems that have had the SP4 update applied. I
am now unable to get a new user logged into either system.
The user creates normally but when the user attempts to
log in the system bails back to the login prompt after
complaining about not being able to copy the Default User
folders and then about not being able to copy the profile.
If I temporarily make the new user a member of the
Administrator group they are able to log in and create
their local profile without issue. They are then able to
log in and out with no further problems (so far).

This one has me baffled.

These are non-domain machines running Terminal Services
for remote users. I had no such issues before SP4.

Just to verify, have you rebooted since applying SP4?

Yes. Since these are Terminal Services units and they are
used extensively during the course of a week I have the
systems reboot automatically every Saturday to reduce any
problems that may arise due to resource limitations. I
also rebooted both systems subsequent to their having SP4
applied.

It's obviously a permissions issue but I don't understand
the mechanism nor what changed with the SP4 application. I
ran some additional testing and found that elevating to
anything less than Administrator group membership results
in the same failure. The user MUST be a member of the
Administrators group in order to create their profile
under the Documents and Settings folder. I will let you
know if the investigation turns up the smoking gun.
