SP4 error: Netstate.exe is using by other program

We tried to install SP4, but we got error message that
Netstate.exe is using by other program. We checked every
program and serves and stopped all of them; we still
cannot keep on install SP4. Can anyone tell me how to
troubleshoot this issue?

This *might* be caused by a permission/rights problem on the file/folder...

The permission/rights on the file/folder can be corrupt, missing or revoked.
Verify that e.g. Administrator and SYSTEM have full control over the
file.

Several other people have had this problem for Win2k SP3 upgrades as well as
WinXP SP1 , on other files, with the same error message. After they fixed the
access rights, the service pack install succeeded:
