SP3 and DST

Is it true that Service Pack 3 disables the new DST information so that XP
machines with service pack 3 are not rolling forward and falling back at the
proper times of year? I have someone telling me this, but the only thing I
see on it when I Google are old posts around issues related to this in the
release candidates for SP3. Seems like if it were true of the final release
there would be a lot more information on it.

Can anyone comment and/or provide a link to info?

No, false. There was a DST issued a month or so back but not so much
for N. America.
