SP2

I am installing Win XP Home on a PC with NO internet connection. I want to
download SP2 for that machine.
However, the PC I use for the internet already has SP2 and therefore
Microsoft won't let me download it again.
What do I do now???

The two have nothing to do with each other.

If you do not want to connect the other machine to the Internet without SP2
already being installed and you are trying to get the installation files for
SP2...
