SP2 Upgrade Woes

I have had no success upgrading XP Professional to SP2. The update fails
with the message "Access is Denied".

Checking file setupapi.log in the Windows directory, I see:

#-007 Deleting registry key HKCR\vnd.ms.radio
#E033 Error 5: Access is denied.

Going to regedit, I see that there are not full permissions for that key
for administrators. So I give full permissions. I reboot machine and check,
and Administrators still has full permissions. I attempt update. Update
fails in same manner, with same error in log. I check permissions for
Administrators, and permissions have changed - Administrators no longer has
full permissions. It would appear that the update process is changing
permissions in such a way as to prevent the update from completing!

Anybody have any clues as to what's up?

I got the update via CD ROM shipped by Microsoft. Do you know of a better
source for XP upgrade?
